About
Before any law can help a community in crisis, someone first has to declare that a crisis exists. My work studies that decision: who gets to make it, what it leaves out, and how it shapes everything that follows from federal disaster declarations to global climate treaties to the technologies now used to see risk before it arrives. I am a law professor at Barry University and the KAPSARC School of Public Policy in Riyadh, and I hold a PhD from Yale. As a founder, I have built tools that use satellite and drone data to plan disaster evacuations. I co-edited The Cambridge Handbook of Islam and Environmental Law (2026), serve as a Lead Coordinating Author for the UNESCO Science Report (2027), and was part of the global coalition awarded the 2023 UN Human Rights Prize. I write about climate and environmental law, international justice, and the decisions that determine who is protected when disaster strikes.
